Not quite, basing the registration charges on the number of cylinders may apply in QLD, but it is not the case in the other states. If you look at the two largest markets in Australia, in NSW it is based on the weight of the car, in Victoria it appears to be a flat rate.
As for the insurance, most insurers will ignore the number of cylinders and take the turbo into account when calculating the premium.
